The technical challenge
Providing the regulatory and fiscal framework for one of the largest electrochemical storage systems (BESS) in Italy, intended for grid services and the Capacity Market. The infrastructure comprises 80 battery containers, 20 transformation centers, a 16 km HV cable route and a 150/33 kV transformation architecture managed across 4 independent power branches.
Our added value
We successfully carried out the entire operational and regulatory process, ensuring compliance with the complex fiscal and grid directives applicable to utility-scale BESS systems:
- Fiscal framework & Circular AD 31/2024: submission of the initial plant declaration at the Customs Office and issue of the operating licence. Definition of the energy-balance matrix (charge/discharge, field auxiliaries, SSE auxiliaries and losses) and modelling of the periodic declarations (Forms G and H) in full compliance with the latest customs practice.
- EON procedure & Terna compliance: preparation and management of the technical documentation for the EON procedure (operational commissioning of the connection) with Terna S.p.A., ensuring the full alignment of the 150 kV station and metering systems with the Grid Code requirements.
- Metering architecture & auxiliary services: mapping and validation of the physical flows and metering systems needed to distinguish stored energy from energy absorbed for the BESS auxiliary and standby services.
Result
Customs operating licence obtained on schedule and the plant brought into operation in full fiscal compliance and according to Terna S.p.A.'s technical specifications.
